Rockport School Committee adopts data-driven Strategy for District Improvement

The Rockport School Committee unanimously approved an updated Strategy for District Improvement (SDI) at its Sept. 3 meeting, endorsing a districtwide shift toward coordinated data use and programmatic changes intended to improve student growth and belonging.
Superintendent Mark Branca, who led the presentation, said the SDI will tie together the district's major documents: "The SDI along with the SOA and along with our budget are those 3 major driving documents," and staff plan to use an analytic view system so teachers can make data-driven decisions. The leadership team said the district will select a social-emotional (SEL) screener this fall to add social-emotional data to existing academic and attendance measures.
The plan outlines four priority areas: strengthening MTSS protocols and data management; implementing updated DESE-aligned evaluation rubrics and differentiated professional development; revising programming through Win Blocks and MyFlex Learning for grades 9–12; and refining comprehensive special-education and therapeutic supports. The presentation noted the elementary intensive learning program currently enrolls four students while the leadership team collects data on outcomes.
Details included a revised 6–12 schedule (described as version 2.0), a rollout of MyFlex Learning allowing seniors and high-school students more scheduling options, and changes to Win Blocks to provide targeted literacy, math and extension blocks. Leadership told the committee it will attach SDI and SOA goal references to future presentations so committee members can see which strategic objective each report addresses.
The committee moved and seconded acceptance of the SDI and voted, with verbal "Aye" responses, to adopt the plan. Committee members said they look forward to periodic progress updates and evidence-based presentations tied to SDI goals.
