New CPAC reports progress: bylaws, outreach and focus on inclusion

Dan McLaughlin, elected president of Rockport’s Special Education Parent Advisory Council (CPAC), and Anne Marie Luster, director of student services, briefed the school committee on CPAC’s first-year work on May 21.
McLaughlin said CPAC organized monthly meetings (initially via Zoom), established bylaws and produced outreach materials including a newsletter and a social presence to share resources. He said the group has provided a safe space for caregivers to discuss questions about IEPs and 504 plans and invited community speakers; one local pediatric ophthalmologist attended after seeing the group’s newsletter. McLaughlin said CPAC’s membership has averaged about seven consistent attendees and that about 26% of the district’s student population receives special-education services.
Luster said CPAC’s early focus will be building awareness that the group is a support and resource — not primarily a fundraiser — and that next year the council will emphasize outreach so more caregivers learn what CPAC offers. The committee thanked CPAC volunteers and encouraged collaboration with nearby districts and existing CPAC groups for shared workshops and speakers.
McLaughlin said next year CPAC will meet every third Thursday with a mix of formal and social meetings, and will continue to identify community resources and adaptive-sports options for families.
