Associate Superintendent Doug Orr explained the proposal as a follow-up to a prior meeting: the district would exchange an unusable parcel adjacent to Paso Verde for a parcel suitable for sports fields; no new building construction was planned, and staff reported aeronautical and California Department of Education reviews had cleared the proposal and that CEQA exemptions were being sought. "It's unusable land for us... in exchange for a piece of land that we can use for sports fields," Orr stated when summarizing the staff recommendation.
