Staff reports progress on short-term rental compliance; citations to begin next week

City staff updated the council on short-term rental (STR) ordinance implementation and enforcement progress since the ordinance took effect in June 2025.
"We have 21 active listings out on the various sites. 6 of those have been permitted. 11 of those are pending, and we have only 4 outstanding rental properties," Scott McDonald, a city staff member, reported. He said the city launched a portal in October, posted placards in January identifying properties that needed to register, and will begin issuing citations the following week for remaining noncompliant properties.
McDonald said some code provisions caused confusion—chiefly an insurance-notification requirement some insurers could not comply with—and staff may propose an ordinance amendment to clarify policy. He also noted the STR definition excludes stays of 60 days or longer under current code, which has led to owners claiming their properties are not STRs when used for longer stays; staff are addressing those cases through education and enforcement.
Councilmembers expressed appreciation for the staff's progress and asked for a follow-up update in the summer unless the council prefers sooner status reports.
