Council approves $1.11 million contract for Front Street drainage improvements

The council authorized the city manager to execute a construction contract with JR West Texas Concrete LLC for Front Street drainage improvements in an amount not to exceed $1,110,151.
"This project... proposes to replace approximately 400 linear feet of 48 inch corrugated metal pipe that over time has become dilapidated," Matt Lehi, presenting the project, said. He told the council the design replaces the failing pipe with 400 feet of a 10-foot by 5-foot concrete box sized to accommodate a 100-year storm event and that the system serves roughly 140 acres. The project engineer's estimate was $1,300,000; the lowest responsive bidder came in at $1,110,151.
Councilmembers described the project as necessary flood mitigation and noted that the easements donated by the property owner allow the work; staff said the improvements could also support future economic development near downtown. The contract was approved after a motion and second; Heidi Wilder (remote) recorded a 'yay' and the item passed.
Staff said the project is scheduled for about 150 days and, if started in February, would likely finish by July. The contract award directs the city manager to execute construction documents with JR West Texas Concrete LLC for the Front Street drainage project.
