City staff presented 30% plans for a phased trail at Lake Weatherford and asked the utility board whether to proceed with Phase 1 now or wait until Phase 2 could be advanced after scheduled raw water intake improvements. Staff described alignments connecting Lakeway/Lake Hills subdivisions to the marina, ADA grading challenges near the marina, additional drainage and crosswalks, and safety concerns at a blind curve on Lake Drive.
The staff estimate for Phase 1 was approximately $1,500,000. Don Brooks said the general utility fund has available funding and that moving forward this fiscal year would require a budget amendment; design could be completed by summer 2026 and construction could begin after that timeline. Board members raised safety questions about a crossing on a blind curve and whether the dam area is restricted; staff said security and fencing could mitigate concerns if the dam alignment is used and that the trail could be phased to begin in lower‑elevation areas near the marina. The board agreed to begin design and proceed with Phase 1 pending standard budget steps and further design details.
Staff emphasized the trail is not funded at the time of presentation and that the board’s recommendation is required to allocate utility funds or to delay until the plant intake work is done in 2028.
