Council tables Enclave at Chisholm Trail zoning and PUD request to Feb. 24 after lot-size concerns

Councilmembers opened a public hearing on a zoning map amendment and planned unit development application for the Enclave at Chisholm Trail but voted to table the item to Feb. 24 after questions about lot-size variances and school capacity.
"It is approximately 42.6 acres, which will result in a 123 residential lots," Scott McDonald, a city staff member, said when describing the project's scope. He added that the conceptual plan includes approximately 3.5 acres of open space and sidewalks and that staff recommended tabling the application at the applicant's request.
Councilmembers noted that 45 lots on the proposed plan would be smaller than the usual 75-foot minimum frontage; Luke Williams calculated that represented about 37% of the lots and urged the applicant to consider reducing that share before the next hearing. Ashley Seiler, director of economic development, said she viewed the proposal as an infill opportunity that could support retail recruitment by increasing housing stock in the city.
The council accepted the applicant's request to table the item date certain to 02/24/2026 to allow for further review and potential plan adjustments.
