The council opened a public hearing on a voluntary annexation requested by Stanislaw Properties LP for a 15.949-acre tract, part of a larger planned 42-acre development, and then voted to table the matter to the Feb. 24 meeting at the applicant's request.
"This is a voluntary annexation request," Scott McDonald, a city staff member, said when introducing the item and noted the annexation would be effective upon ordinance adoption and that default zoning would be addressed with the following item. McDonald also said the applicant asked that the item be continued to the second meeting in February.
Councilmembers asked whether the annexation would take effect immediately and whether additional property would need annexation for access; staff said the annexation would be a separate item and that further steps (zoning, engineering submittals) could follow. Councilmember Matt Tiscus moved to table the item date certain to 02/24/2026; Luke Williams seconded and Heidi Wilder (remote) voted 'yay.' The council then continued the public hearing to the Feb. 24 meeting to give the applicant time to respond to council feedback.
No public speakers addressed the item during the hearing that night. The tabling preserves the transcript record of a first public hearing while giving the applicant an opportunity to provide additional detail at the later meeting.
