City project presenter Matt Lipma told the council the city purchased the building in 2014 and has since gutted the interior, addressed structural issues and undertaken exterior restoration. "So since then, we've we've gutted the inside. It's completely, demolished. And then we started with the exterior," he said, describing plaster removal and remortaring work to stabilize deteriorated masonry.
A council member recalled previous investments in the property and said the city had spent about $870,000 on the building before the current work. Council members asked how contractors were selected; Lipma said staff solicited multiple quotes and used a contractor under the TIPS interlocal program because the firm was qualified and had a proven track record.
Mayor Pro Tem Zach Smith moved to approve the change order; Holly Wilder seconded. The motion passed. The change order was described as restorative work intended to address previously concealed deterioration revealed when the plaster was removed. No vote tally was recorded on the transcript.
