Rockwall ISD renews 'good cause' alternative security standard under new state law

Facing limited availability of commissioned peace officers, the Rockwall ISD Board of Trustees on Sept. 22 voted to renew a Good Cause Exception under Texas Education Code §37.0814 and adopt an alternative standard for campus security for the 2025–2026 school year. The resolution notes the district's continued interlocal agreements with the City of Fate, the City of Heath, the Rockwall County Sheriff's Office and the City of Rockwall, and directs the superintendent or designee to implement rules for persons with whom the district contracts to carry a handgun on school premises.
The board's resolution states, "the Board of Trustees hereby finds that it qualifies for the good cause exception, due to the lack of availability of commissioned peace officers in the District's geographical area," and explains the alternative standard will include SRO interlocal agreements, commissioned peace officers employed as security personnel and district-authorized armed personnel who meet minimum training requirements. The resolution also references House Bill 121 and requires the district to review the exception every 12 months as required by law.
