Board adopts 2026–27 compensation plan contingent on VATRE approval

The Rockwall ISD Board voted unanimously Aug. 18 to adopt the district's 2026–2027 Salary & Compensation Plan, with the implementation expressly contingent on voter approval of the Voter-Approval Tax Ratification Election (VATRE). The motion to adopt the plan passed 7-0.
Board members stated the compensation plan is intended to improve competitive teacher and staff pay. Because the plan is contingent on the outcome of a future VATRE, the plan will only take effect if voters ratify the district's adopted tax rate at the special election called by the board. Amy Hilton moved to adopt the compensation plan and Grant DuBois seconded the motion.
If voters do not ratify the VATRE, the board and staff will need to revisit budget priorities and the compensation plan's implementation timetable.
