The Rockwall Independent School District Board of Trustees on Aug. 18 adopted a total 2025 tax rate of $1.0669 per $100 valuation, with $0.7869 designated for maintenance and operations and $0.2800 for debt service. The board approved the rate by a 7-0 vote during a public hearing on the district budget and proposed tax rate.
The resolution included the board's calculation that the adopted rate "will effectively be raised by 3.8% percent and will raise taxes for maintenance and operations on a $500,000 home by approximately $160 per year." The board then approved an order calling a special election to allow voters to ratify the voter-approval tax rate (VATRE) required when a board adopts a rate that exceeds the voter-approval threshold.
Board members said the additional revenue is intended to cover competitive teacher and staff pay, special education services and safety and security services as described in the proposal. Amy Hilton moved to approve the resolution; Dr. Sherry Packer seconded the motion and it passed 7-0.
Next steps: the district will set the special election date and related administrative details as required under Texas law. The resolution and the board's vote start the process that, if voters approve the VATRE at the special election, will allow the district to collect the adopted rate; if voters do not ratify it, the district must reduce the rate to the voter-approval level.
