STA presents Rio Vista transportation plan update; residents prioritize Antioch–BART service

Debbie McQuilkin, program manager at the Solano Transportation Authority, told the Rio Vista City Council on Sept. 17 that the community-based transportation plan (CBTP) for the city drew an unusually strong response: "We sent out surveys to every household in Rio Vista, and we received 641 back," she said, summarizing the data the agency will use to recommend service changes.
McQuilkin said the most frequent travel challenges reported were getting to medical appointments, grocery shopping and Antioch BART. Pedestrian concerns centered on pavement quality, broken paving and a lack of sidewalks; cyclists ranked a lack of bicycle paths and pavement quality as top concerns. She said residents repeatedly flagged Highway 12 as a safety and access problem. The presentation listed options residents prioritized: restoring Delta Breeze service to Antioch–BART, expanding weekend service and adding pedestrian and cycling improvements. McQuilkin also said STA has released an RFP for a Delta Breeze operator and expects to return the final CBTP to the council for adoption in October or November.
Why it matters: Council members framed the CBTP as both a planning tool and a way to qualify for grants and funding. Vice Mayor Edwin Okamura praised STA's outreach and said the data will help the city seek grants and improve local service. "This kind of information is gonna be used for getting grants and bettering the service within our community," Okamura said.
The STA presentation included maps of preferred bicycle-path locations (Airport Road and Highway 12 among the most-cited corridors) and a summary of next steps: an operator selection from the RFP, a proposed service modification tied to the new operator, and later council consideration of the finalized plan for adoption.
