Planning staff presented the Waterfront Specific Plan and explained how Senate Bill 330 (SB 330) affects development capacity. Staff said SB 330 "requires that development opportunities remain available to accommodate the jurisdiction's regional housing needs allocation" and that the city must avoid net loss of housing capacity.
Using assumptions of 10 dwelling units per acre as the general-plan minimum and up to 30 du/acre allowed within the specific plan, staff reported a projected "loss of 11 potential units" if sites developed at 10 du/acre but a potential net increase of "306 dwelling units" if built at 30 du/acre. Staff concluded that "there would be no net loss of dwelling units within the specific plan, as there's space within the specific plan to accommodate for these 11 units," and recommended including clarifying language so the area can meet the 165-unit baseline tied to the housing element.
Council and commissioners discussed that the specific plan affords flexibility (by-right ranges and potential upzoning elsewhere) so the city would not be forced to downzone under SB 330. Staff asked the council to direct them to include recommended language and to ensure future developments incorporate densities to secure at least 165 dwelling units at buildout.
