Rockdale ISD board approves 2025–26 student handbook changes and Code of Conduct

The Rockdale ISD Board approved updates to the 2025–26 Student Handbook and Student Code of Conduct that add campus behavior coordinators, clarify in-school and out-of-school suspension procedures, revise DAEP and expulsion language, and update rules on personal communication devices; revisions will continue through Sept. 30, 2025 to reflect legislative changes.
The Rockdale Independent School District Board of Trustees on Aug. 18, 2025 approved updates to the district’s 2025–2026 Student Handbook and presented the annual Student Code of Conduct for formal adoption as part of the consent agenda.
Assistant Superintendent Tiffany Whitsel told the board the handbook changes include establishing Campus Behavior Coordinators, adopting a district physician certification form for severe illnesses, and expanding parental rights. Whitsel said the handbook also clarifies rules governing student use of personal communication devices on school property during the school day and that additional revisions will continue through Sept. 30, 2025 in response to the 89th Legislative Session.
The Student Code of Conduct updates presented for approval covered the Campus Behavior Coordinator role, in-school suspension (ISS), out-of-school suspension (OSS), DAEP (Disciplinary Alternative Education Program), expulsion, weapons, and procedures for removing students from class and school safety roles. The Code of Conduct was included in the consent agenda motion and approved 7–0.
Board President Charles Miles and Superintendent Dr. Denise Monzingo said the updates are intended to provide consistent guidelines across the district’s four campuses and to reflect new state requirements. The official handbook and Code of Conduct will be posted online and future changes will be date-stamped and communicated through ParentSquare.
