The Rio Vista City Council approved consent calendar item 6.3 on Oct. 1 by roll call and directed staff to bring greater specificity to the city's fee‑waiver process. Several council members asked that item 6.2 (a quarterly information report on current fee waivers) be pulled for discussion so the council could better understand the criteria used to approve waivers, such as financial hardship indicators, proof of nonprofit status, or the populations served.
"I just think ... we need to hold a study session to see how we're deciding on these fee waivers that we're presenting," Council Member Donnelly said, asking staff for clearer criteria. Staff and other council members agreed a study session would be helpful, and the city manager and staff agreed to return with proposed standards and additional documentation that would help council members exercise discretion consistently when approving waivers.
The council approved consent calendar item 6.3 (motion by Vice Mayor Okamura; second by Council Member Stanish) with Vice Mayor Okamura, Council Member Stanish, Council Member Donnelly and Mayor Ronald Cott voting yes; Council Bridal Doak was absent.
