The Rio Vista City Council voted on Oct. 1 to approve Resolution No. 2024‑076, authorizing the city to be a partner in Solano County's Solano‑Napa digital equity project, a federally funded four‑year grant opportunity. City staff explained the partnership is conditional on grant award and requires no city financial commitment, though staff time would support outreach, basic marketing and select staff training.
City staff described program elements including digital literacy classes (two to three classes held in the city), digital navigator training for staff to direct residents to resources, and an allocation of roughly 40–60 laptops to be distributed by Solano County IT if the grant is funded. "There will also be intermediate level training, for employees, for Dixon and Rio Vista," staff said, and clarified the county would handle laptop distribution. Council members supported the concept while asking whether the public library could play a role in delivery; staff said the program can be as involved as the city chooses and that the city's estimated impact is minimal in staff time.
Council adopted the resolution by roll call. Staff will notify the county of the council's approval and return with further details if the grant is awarded.
