Kenilworth board keeps ARC and Plan Commission separate, agrees to reverse review order

The Committee of the Whole of the Board of Trustees of the Village of Kenilworth voted informally on June 2 to maintain the separate Architectural Review Commission (ARC) and Plan Commission (PC) but asked staff to study reversing the order in which the two bodies review development proposals and to seek procedural efficiencies.
Michael Blue, the Village Planner with Teska Associates, framed the options and trade-offs before the trustees and urged a careful balance "of efficiency and thoroughness," saying the "zoning code should be seen as a set of expectations set out by the Village regarding development." Trustees expressed concern that consolidation could dilute ARC expertise that preserves historic standards while noting repeated delays and expense associated with multi-step reviews.
The trustees reached consensus in favor of Alternative #3 (status quo) for commission structure, with direction for Mr. Blue to explore reversing the order of ARC/PC participation and opportunities for joint presentations or administrative review of minor items if legally permissible. Mr. Blue said he would confer with Village Attorney Jones to ensure compliance with State of Illinois public-meeting regulations before proposing specific code changes.
At the close of the meeting Trustee Tim Ransford moved to adjourn; Trustee Amy Hannus seconded. A roll-call vote recorded five votes in favor and none opposed, and President Cecily Kaz declared the meeting adjourned at 7:09 p.m.
