Kincaid drops immediate Safe Routes to School bid, will retain engineering plans

Daniel Luka of Chastain & Associates told trustees they had two IDOT options: keep the current $250,000 award and delay bidding until next spring, or relinquish it and re‑nominate for up to $500,000 (still 80/20). He warned that construction estimates had climbed since 2022 and that the project requires federally mandated observation and ADA‑compliant corner work, increasing cost.
After a lengthy budget and phasing discussion that stressed competing sewer relining and water‑main priorities, Trustee Paso moved to withdraw from the current sidewalk project submission and retain the plans for future use; Trustee Nelson seconded. The motion passed unanimously. Daniel Luka said he would notify IDOT and continue work on sewer‑lining estimates and phasing.
