San Elizario ISD board approves consent agenda; OKs $49,900 special-education staffing purchase

San Elizario Independent School District trustees voted Oct. 15 to approve the consent agenda with two memorandums of understanding held for later consideration and to authorize an EPIC Special Education Staffing agreement to address staffing gaps.
The motion to approve the consent agenda, excluding Items 5.C. and 5.D., was made by Sandra Licon and seconded by Myrna Hernandez and passed unanimously (7-0). Trustees later approved Item 5.F, the EPIC Special Education Staffing MOU; the motion to approve 5.F was made by Myrna Hernandez and seconded by Axel Lopez and passed 7-0. Board records list the related purchase as "Therapy Travelers dba Epic Special Education Staffing - $49,900" under purchases exceeding $25,000.
District staff said the EPIC agreement responds to unfilled special-education positions and aims to bring the district into compliance. "There is two students out of compliance," Mr. Richard Salcido stated during discussion, and the district told trustees that compensatory services would be provided to make up for missed evaluation time. Trustees asked whether agency personnel would provide services in person; staff said the district requested in-person staff.
Trustees also addressed other routine consent items on the agenda, including an Emergence Health Network MOU (School-Based Crisis Intervention Team), Board Operating Procedures, surplus-property disposal, and approval of minutes for the Sept. 16, 2025 special meeting. Two MOUs (Items 5.C. and 5.D.) were tabled because vendor memorandums were not finalized.
