Comal County's financial advisor and bond counsel asked the Commissioners Court to publish notice of the county's intention to issue certificates of obligation to fund projects that include a proposed jail expansion. Duane Westerman, the county's financial advisor, said publishing the notice starts a statutorily required waiting period; Matt Lee, bond counsel, confirmed the first publication is scheduled for the next day and that the sale would be considered at least 46 days later at a September court meeting.
County leadership framed the financing around public-safety needs tied to a jail expansion. The County Judge said the county was spending about $179,000 to ship inmates out of county and that expanding local capacity would reduce transport costs and operational burdens. The court voted to publish notice; bond counsel and advisors will prepare documents in the interim and return with an authorization to issue certificates of obligation after the statutory waiting period.
