Royse City ISD board adopts TASB Policy Update 126 to align local policies with 89th Legislature

The Royse City Independent School District Board of Trustees voted 7-0 Jan. 12 to adopt TASB Localized Policy Manual Update 126, a large package of recommended revisions aligning the district’s local policies with laws passed during the 89th Texas Legislature.

The package, described in explanatory notes provided with the update, revises or replaces 28 local policy codes and adds new legal framework sections covering topics such as artificial intelligence use and training (CQD), cybersecurity (CQB), disclosure and parental review of instructional materials (EEP/EFA), and updated provisions on safety, special education and disciplinary procedures. Trustee Eric Fort moved adoption; Trustee Jessica Ratterree seconded the motion, and all seven trustees voted in favor.

Administrators told the board the update responds to specific bills from the 89th Legislature and related administrative code changes; materials accompanying the recommendation note statutory drivers such as HB 2, SB 12, HB 150, HB 1500 and others. The explanatory notes included with the update highlight items affecting board meeting procedures, public comment timing, background checks and reporting for contractors, updates to safety and emergency planning, and new or clarified requirements around instructional materials and library review processes.

Board members said they reviewed the draft recommendations in advance. In board comments later in the meeting Trustee Jessica Ratterree said, "We want community input, and we are thankful for it," reflecting a broader tone of soliciting public engagement around policy and bond planning. The policy adoption takes effect according to district implementation procedures and any timelines required by law.
