Supervisor Forsman observed that residents can experience "mental anguish" from persistent noise. The petitioner told the board they needed "two different types of dogs: one to protect several different flocks, and a second breed to herd," and that they "had 2 younger (of 4) that were still learning." Chair Chris Klein cautioned that any enforcement would likely become a county expense. The motion to recommend approval with a one-year review carried 6-2-1.
