Village of Kincaid approves contract with Chastain & Associates to pursue lead-line funding

The Village of Kincaid on Jan. 27 approved a contract with Chastain & Associates to pursue funding for the second phase of lead service line replacement.

Mayor Tony Pezze opened the special meeting at 6:00 p.m. and said the contract needed prompt action so consultant Daniel Luka could complete and submit required materials by the March 31 deadline: "this is short and sweet, but what we have to do and the reason we have to do it is because he (Daniel Luka with Chastain) has to have all of this done and submitted by March 31st so we don’t want to wait until the next meeting and cut it short," Pezze said.

Trustee Dees made the motion to approve the agreement and Trustee Nelson seconded. After brief clarifying questions from trustees, the motion passed on a unanimous voice vote recorded as "all ayes." The meeting minutes show the motion was taken to authorize Chastain & Associates to proceed with work on the phase two application and related tasks.

Trustees asked for details about the scope. Trustee Broccardo asked whether the contract covered "all of the lead lines," and Merano replied that it applied to the program and noted that phase two would be let for bid in 2026. The contract authorization directs the consultant to finalize necessary materials so the village can meet program deadlines and proceed with the bidding and implementation steps when funding is secured.

The village clerk recorded attendance and the meeting adjourned at 6:03 p.m. The consultant and village staff will continue preparations to meet the March 31 submission date.
