The Seguin Independent School District Board of Trustees on April 17, 2025, reviewed a Level III parent grievance and repeatedly voted in open session to uphold the prior (Level II) grievance decision.
Board business began at 6:34 p.m. with Mrs. Denise Crettenden calling the special meeting to order and establishing a quorum. The board adjourned into closed session at 6:36 p.m. to consult with counsel under Texas Government Code Sections 551.071, 551.074, 551.0821 and 551.129 and to hear the Level III grievance presented by L. Rocha (identified in the minutes as a parent). The minutes note that the board "followed proper procedures to hear the Level III parent grievance from L. Rocha." (Transcript: SEG 001.)
After deliberations in executive session, the board returned to open session at 7:57 p.m., when Mr. William Dwyer moved, seconded by Mr. Joshua Bright, "to uphold the decision made in the Level II grievance." The minutes record the vote as Ayes: Bright, Burns, Crettenden, Duncan, Dwyer, Guerra, and Mueller; Nays: None. The board again took up the matter later in the evening, with the minutes showing additional open-session motions at 8:59 p.m. (moved by Mrs. Lisa Burns, seconded by Ms. Linda Duncan; Ayes: Bright, Burns, Crettenden, Duncan, Dwyer, Guerra, and Mueller) and at 9:54 p.m. (moved by Mr. Joshua Bright, seconded by Mr. William Dwyer; Ayes: Bright, Burns, Crettenden, Duncan, Dwyer, and Mueller; Nays: None). The minutes record Mr. Alejandro R. Guerra leaving the meeting at 9:00 p.m., and he is absent from the final tally at 9:54 p.m. (Transcript: SEG 002–SEG 003.)
The posted minutes list the legal basis for the closed and executive sessions as Texas Government Code Sections 551.071, 551.074, 551.0821 and 551.129. The minutes do not specify the substantive allegations in the Level III grievance or the content of the Level II decision; those particulars are recorded only as the existence of the grievance and the board's motions to uphold the prior decision (not specified in the minutes).
