Lake County commissioners consider updating site and grading plan procedures and fees

The Lake County Board of Commissioners held a public hearing Aug. 6, 2026, to consider amending the established procedures, technical content and review fee schedule for site and grading plans in unincorporated areas of Lake County under Ohio Revised Code §307.37. John Plecnik, senior member of the board, opened the hearing at 9:45 a.m. and noted the meeting was being recorded.
The director of the Lake County Stormwater Management Department told commissioners the draft resolution "simply, updates a resolution from 1978 that granted authority to the Lake County engineer to perform, site inspections and grading plan reviews for building within unincorporated areas," and that the amendment would "grant that authority to the Lake County Stormwater Management Department," work the director said the department has been doing since about 2004. The director said the proposed update was prompted in part by Perry Township joining the Lake County stormwater program.
Plecnik said it is appropriate to revisit older resolutions periodically and thanked the director for the explanation. After a brief period for questions, commissioners indicated there were none.
Plecnik announced a second required public hearing on the proposed amendments for Thursday, Aug. 13, 2026, at 9:45 a.m. in the commissioners' chambers. He provided an email for public comments: jennifer.bell@lakecountyohio.gov, and said a copy of the proposed amended regulations is available on request from the Lake County commissioners' clerk.
There was no formal vote on the proposed amendment during the Aug. 6 hearing. The meeting concluded after a motion to adjourn was made and seconded; commissioners voted in favor and the meeting was adjourned.
The board is expected to resume consideration of the proposed amendments at the Aug. 13 hearing, when members of the public may speak or submit written comments in advance.
