Commission requires as-built plans before issuing Certificates of Compliance for several properties
Summary
The commission directed applicants to submit as-built plans before issuing Certificates of Compliance for 44 Hines Point (boardwalk railings/height), and 15 Duane’s Way (boat shed and invasive-species removal); staff agreed administrative approval was appropriate for an MV Shipyard gravel maintenance action.

The Tisbury Conservation Commission agreed that applicants must submit as-built plans before the commission issues Certificates of Compliance for multiple properties. For 44 Hines Point (DEP File #74-882), staff said railings had been added to an elevated boardwalk to address safety concerns, and the transcript records that one suggested condition required either removal of railings or that the structure be 5½ feet in height to permit passage beneath it. Agent Sean Young asked whether an amendment to the Order of Conditions was required or if an as-built plan would suffice; the commission agreed that an as-built should be submitted before issuing the Certificate of Compliance.
For 15 Duane’s Way the commission likewise agreed that as-built plans should be submitted prior to issuing Certificates of Compliance for both the boat shed (DEP #74-996) and the invasive-species removal work (DEP #74-1005). Separately, Agent Sean Young reported that administrative approval had been granted for gravel applied to the parking area at MV Shipyard after a site visit determined the work was regular maintenance and not a regulation violation.
