Agent Sean Young described operational reasons for the change, saying he needs flexibility "to work more than 24 hours, as needed, to attend to outstanding enforcement orders, grant writing, OpenGov implementation, and interdepartmental coordination." Commissioners said a detailed budget narrative would be required for presentation to the Finance Committee (FinCom) to justify the increased salary and hours.
