VAB names panels of special magistrates for attorney hearings and property valuation

The Citrus County Value Adjustment Board approved multiple appointments to serve as special magistrates for the 2026 hearing season.
Attorney Holly Cosby reviewed applicant materials and recommended attorney magistrates Joseph Haynes/Haines/Hayes Davis and Kathleen Wallace to hear exemptions, classifications and portability matters. "Out of the 3, my recommendation would be to appoint Joseph Haines Davis and Kathleen Wallace," Cosby said. The board moved and approved those appointments.
For valuation matters Cosby recommended appointees who hold general appraiser licenses: Robert Hicks, Colleen Millett, Catherine Edmonson, William Hafner (recorded as Heffner in one motion), David Taylor and Steven Nystrom. The board voted to appoint that panel for residential and commercial matters.
For tangible personal property hearings Cosby recommended John Robinson and Stephen Nystrom; the board approved their appointments, with Cosby noting two other qualified applicants requested higher rates. Counsel recommended standardizing magistrate pay after the 2026 cycle to streamline administration.
