Selectboard enters non-public personnel session under RSA and votes to seal minutes
Summary
At its Aug. 3 meeting the Selectboard entered a non-public session under RSA 91-A:3, II(a) to discuss personnel matters, reconvened, and voted unanimously to seal the non-public minutes because disclosure could harm the reputation of people other than board members.
Chair Betsy Villaume requested that the Selectboard enter a non-public session ‘‘pursuant to RSA 91-A:3, II (a) to consider the dismissal, promotion, or compensation of any public employee or the disciplining of such employee, or the investigation of any charges against him or her, unless the employee affected has a right to a public meeting, and requests that the meeting be open, in which case the request shall be granted.’’ Ginger Smith moved to enter non-public session, Peter Webster seconded, and the motion passed unanimously. The board entered non-public at 3:02 p.m. and reconvened public session at 4:17 p.m.
After returning to public session, Smith moved and Webster seconded to seal the minutes of the non-public session; the motion passed unanimously on the stated basis that divulgence likely would adversely affect the reputation of any person other than a member of the board. The minutes record no further public details about matters discussed in non-public. The meeting record shows the Selectboard then continued with other agenda items and adjourned at 5:27 p.m.
