Controller flags forensic-audit issues at Northern Lakes Community Mental Health; board authorizes federal mileage for homeland-security grant

County Controller Paul Compo updated commissioners on governance and financial issues at Northern Lakes Community Mental Health (NLCMH). Compo said actions since the CEO's 2021 retirement led to an enabling act in 2022, appointment of interim leadership and a 2024 forensic audit by Rehmann that flagged misallocated insurance and possible ineligible Medicaid reimbursements.
Compo said Rehmann identified a variance of about $1.9 million in the first four months of FY23 and that a complete look-back across earlier fiscal years is not expected until late August. "It is believed that CMS will want to be reimbursed for all unallowable expenses that were reimbursed," Compo said. Compo added NMRE has requested cost-containment measures from member community mental health agencies as Medicaid funding levels are anticipated to be reduced.
Commissioners also considered a request to set mileage reimbursement at the federal rate for the county when administering the Homeland Security grant; the board authorized Controller Compo to set the federal mileage rate for that grant.
