Ossola also explained that if a proposed project area falls inside a census-designated "blue box" of low-income area, a low-income survey would not be required; if the project is outside that boundary, the village would need NCICG to perform a low-income survey to support the application. The board discussed hiring NCICG for a west-side low-income survey but took no action at this meeting.
Trustees directed staff to continue preparing estimates and to return with a recommendation on whether to contract for a survey in time to meet application deadlines.
