Pierson planning commission accepts state-driven administrative review for plats

The Pierson Planning Commission on June 28 accepted an ordinance update implementing a state law change that requires plats (survey documents) to be reviewed administratively rather than at public hearings. The change means the town will no longer bring the plat document itself before the commission; construction drawings will still be shared at hearings so commissioners and the public can see proposed lot layouts and infrastructure.

Planning staffer Rebecca Caro, who presented the item, said: "We can no longer bring plat to a public hearing. It has to be reviewed by staff." She explained the change reflects state law and that the town’s land development administrator (the town clerk) will carry out the plat review while commissioners will continue to see construction drawings and may ask questions about how many lots are proposed and other design details.

Commissioners asked why the state made the change and whether it reduces local control. Caro and other staff said the legislature viewed plats as technical survey documents best reviewed by professionals and that state law requires municipalities to have a surveyor on staff or contract one. A commissioner (voice 6) summarized his view: "I personally feel this is a failure from the state legislature." Another member noted the commission will still see construction plans so "nothing will be a surprise."

Chair Paul Hartel moved to accept the planning updates as presented; Commissioner Kelly Green seconded.
