Housing committee approves five DCHA board nominees en bloc

The Committee on Housing moved and approved five confirmation resolutions en bloc for appointments to the District of Columbia Housing Authority Board of Commissioners during its April 30, 2026 additional meeting. Chair Robert White summarized each nominee’s experience before asking for the vote; the chair stated the ayes carried on a voice vote.

White introduced the nominees and their relevant experience: Christopher Murphy (PR26-537), described as bringing decades of experience with federal housing regulations and capital projects; Denise Blackson (PR26-538), noted for bringing the perspective of a voucher holder and a focus on resident engagement; Leroy Clay III (PR26-540), highlighted for government accounting and auditing experience; Raymond Skinner (PR26-542), described as having decades of affordable housing experience and having chaired the temporary STAR board; and Teresa Cilla (PR26-543), noted as director of the interagency council on homelessness with insight at the intersection of housing and homelessness systems.

White said the nominees "expressed their commitment to continuing their service on the permanent board and to residents who are at the center of this work." With no additional statements from colleagues, White moved the confirmations en bloc with leave for staff to make technical and conforming changes, and the committee approved the motion by voice vote.
