Milford updates dog-license forms to collect voluntary contributions; custodian appointed

Town Clerk Jill Preece told the board the state Agriculture and Markets law now requires municipalities to include a voluntary-contribution space on dog-license applications and renewals; the contributions are to be collected for the contracted animal-shelter provider, Susquehanna SPCA. Preece said the clerk software vendor has updated the form and she will coordinate with Supervisor Partridge to create a dedicated bank account and a timeline for distributing those funds.
Clerk Preece also reported that Bayla Richards resigned effective May 31, 2026. On a motion by Council Member Vera Sosnowski, seconded by Council Member Harold Couse, the Board appointed Council Member Kristen Velasco as Town Custodian for the remainder of 2026; the vote included an abstention by Velasco.
