Resident presses Milford board to remove drainage pipes he says are harming his property

Steve Vucetic told the Milford Town Board the three corrugated drainage pipes on Lower Dutch Hill Road are new installations that are directing water onto his property and lowering his property value. He presented a hand-drawn map and photographs and asked that the pipes be relocated.
Highway Superintendent Billy Sutphin told the board the black corrugated pipes are replacements for pre-existing steel pipes. Council Member Harold Couse said he worked on installing and cleaning the original pipes more than 30 years ago. Council Member Kristen Velasco noted that the work was paid for with CHIPS funds, which can only be used to replace existing structures, and said state-funded work cannot be removed. Sutphin offered to install a ditch to contain and direct water flow; Vucetic said he did not want a ditch on his property. Council Member Couse said he would visit the site to look for other options.
