The board recorded a motion to adjourn to closed session early in the March 10 meeting. "Mr. Hopkins moved, seconded by Mr. Brass, ‘move to adjourn to closed session.’ On a roll call vote, Brass, Hopkins, Knight, D Matenaer and Washington voted aye. There were no nays. Motion passed 5-0," the minutes state.
The minutes later include an 'ADJOURNMENT TO OPEN SESSION' entry that repeats the same motion text verbatim. The entry again records a 5–0 roll call. The minutes therefore show the board recessed into closed session and subsequently returned to open session, but the section text repeats the earlier motion; the inconsistency appears in the minutes themselves rather than in an external record.
