Planning board recommends special-use permit for daycare at Lighthouse Community Church

The Village of Lansing Planning and Zoning Board of Appeals voted 8-0 on Feb. 25 to recommend that the Village Board approve a special-use permit allowing Faith Child Care Lansing, LLC to operate a child daycare at Lighthouse Community Church of the Nazarene, 17500 Lighthouse Lane.
Applicant Tonika Davis, owner of Faith Child Care Lansing, LLC, told the board that "The hours of operation will be Monday through Friday, 6:00 a.m. - 6:00 p.m." She said the center would serve "40-50" children with an estimated staff of "19 to 20," and that the portion of the church building to be used by the daycare would be sectioned off and secured to limit access from the part of the building used for worship.
Village Planner Maura Rigoni told the board that the property provides 47 parking stalls while the zoning ordinance requires 16 for the proposed use, and described plans for designated drop-off and pick-up times and a main controlled entrance for parents. Davis said background checks for employees are completed through the Illinois Department of Children & Family Services (DCFS) and that outdoor play areas will be divided by age with compliant surfacing.
Commissioners asked about handling funerals and other church activities that might occur outside daycare hours; Davis said the church would notify the daycare and they would coordinate. After questions, Commissioner Robinette moved to recommend approval of the special use with two conditions: compliance with Section 56-289(e) of the Zoning Ordinance and installation of fencing and other play-area safety measures required by the Building Department and DCFS. Commissioner Kasper seconded; the motion passed on an 8-0 roll call.
The Planning and Zoning Board also adopted Findings of Fact concluding the proposed use meets the standards in Section 56-100(f) of the Zoning Ordinance, including consistency with the comprehensive plan, adequacy of public services, and no material adverse impacts on surrounding properties. The board recommended that the Village Board consider the special-use permit at an upcoming meeting.
