EDA recommends zoning changes to encourage housing; Planning Commission requests data and joint discussion

The Rockbridge County Economic Development Authority reviewed residential zoning and proposed amendments intended to encourage housing supply; the ideas were shared with the Planning Commission on Jan. 14 and include allowing detached accessory dwelling units, facilitating planned unit developments and identifying properties for potential county‑initiated rezonings to Residential Mixed (R‑2).
Planning Commission members asked staff for the data that informed the EDA recommendations. Commissioner Anthony Subrizi requested the underlying information used to develop the proposals and suggested a joint meeting between the Planning Commission, the Board of Supervisors and the EDA to discuss next steps. Staff indicated the EDA recommendations had relied on a compilation of zoning comparisons with neighboring localities and the Central Shenandoah Planning District Commission Housing Study.
Staff said the matter would be placed on upcoming agendas and that the Board of Supervisors would receive the recommendations for further consideration.
