The Planning Commission recommended that the Board of Supervisors approve a Special Exception Permit to allow the operation of a lodge/resort in the Agricultural and General Uses (A‑2) zoning district at 352 Tye River Turnpike (tax map #41‑A‑5A) in Vesuvius, contingent on several conditions and required approvals.
Applicant Linda Schatz presented photos, a proposed site layout showing a parking area and access road, and described two flood zones that cross the property. "There are two separate flood zones on the property," Schatz said, explaining that Zone AE Hatched (floodway) places restrictions on structures while Zone AE unhatched allows construction if elevated above base flood elevation. Staff said a survey will determine base flood elevation and that structures must be elevated 1.5 feet above the base flood elevation.
Commissioners discussed VDOT entrance permits, Health Department approval for drainfields where applicable, and existing checks in the permitting process. The commission approved the SEP recommendation unanimously and attached five conditions, including substantial compliance with the development plan, short‑term rental use only, compliance with county lighting and design requirements, required VDOT/Building/erosion controls and that patrons be notified via the Alert Rockbridge flood notification system.
