City manager delays FY2026 budget presentation, cites pending health insurance figures

City Manager James Fisher told the Levelland City Council that the Fiscal Year 2025/26 budget was not ready for presentation because the health insurance figures had not yet been entered into the budget model.
Fisher said he anticipates presenting the complete budget at the council meeting on Aug. 18, 2025. Council took no action at the special meeting; the delay was presented as an administrative timing issue rather than a policy dispute.
Fisher also later noted that health insurance costs were the final expense needing to be plugged into the budget and that some plan changes were under consideration.
