Legislature approves $6.74 million design contract for Seneca Park Zoo exhibit with new amendment control

The Monroe County Legislature on Feb. 11 authorized a contract with Cambridge Seven Associates Architects, P.C. for professional design services for the Seneca Park Zoo Tropical Exhibit and Main Entry Plaza, in the amount of $6,740,890.
The motion that passed includes an amendment requiring that "any amendment causing the total contract amount to exceed the original authorized amount by $1,000,000 or more must be authorized by the County Legislature." The change was framed as a fiscal-control safeguard and was adopted as part of motions that amended Intro. No. 105 of 2025 before the main motion passed.
The main motion as amended carried despite recorded dissent. Legislators Tracy DiFlorio, [Legislator] Keller, McIntyre and Mercedes Vazquez Simmons voted in the negative on the final motion. Earlier procedural votes on amendments recorded a single negative vote by Legislator Vazquez Simmons on one motion. The court record shows the Legislature approved quarterly reporting requirements to the Clerk of the Legislature detailing project progress.
The resolution specifies funding for the project is included in capital funds 1774 and 2049, with authority for amendments under the county charter. The contract authorization also stipulates that any amendment of $1,000,000 or more must return to the Legislature for approval.
