Budget hearing: CPPRT projection and federal grants lift Lake Forest CHSD 115 revenues slightly

Brittany Jardis, the district’s director of fiscal services, opened the 2025–26 budget hearing and reviewed revenue changes from the tentative to final budget. She told the board the district tracks three primary revenue sources — local, state and federal — and said updated estimates produced modest overall growth in operating revenues.
Jardis specifically said the single largest change was in CPPRT (corporate personal property replacement tax) estimates, which "increased those revenues by a 163,000," and she noted that federal Title II and Title III funds and a career-and-technical education (CTE) grant were added to the final budget after later federal notifications. Jardis cautioned that state and federal grant increases come with corresponding expenditures because most are reimbursement-based: "you have to spend the money before you can get the money back." The presentation set the final operating budget at $69,302,000 and total revenues plus transfers at just over $72,000,000.
The board asked about state proration estimates; Jardis said prior-year proration was around 70% and current estimates are around 60%, with a final proration expected in November after required adjustments are filed. Jardis reminded the board that Illinois districts must adopt a final budget by Sept. 30 to meet statutory deadlines, and the hearing covered the changes placed on public display before adoption.
