Captain Dalen accepted the certificate and told the council he "appreciate[d] everybody" and that he's "always had a good working relationship with all the alders over the years." The council offered customary remarks and a small gift in tribute to the retiring officer.
The action was ceremonial; no formal policy or budget changes were associated with the resolution. Bain and Larson were acknowledged in the chamber, and the council recessed briefly for the presentation.
