"This is an ordinance change to reflect, kind of the tiered, policy with, encouraging compliance with the wastewater discharge permits," the staff member said, describing the proposal. Committee members were told the Board of Public Works requested an acknowledgement at tier 3 and a 30‑day timeline to submit an action plan once a discharger reaches tier 4. The committee agreed to forward the draft to City Council for consideration on April 7 and to set a public hearing for the April 21 Council meeting; staff said the ordinance would be effective beginning in September if adopted.
