Goshen reports 99% year-end spending and $48,000 Medicaid billing update

Assistant Superintendent for Business Rain Van Punt Lanmerich told the board that auditors from Nugent & Haussler were completing their field work for the 2025–26 external audit and that Medicaid billing estimates had risen from the $30,000 in the packet to about $48,000 so far, with additional billing expected in coming months.
Van Punt explained that June expenditures ($14.8 million) are typically higher because of payroll timing for 10-month staff and year-end transactions. She said total expenditures as reported to date are approximately $96.7 million, or about 99% of the budget, and identified specific anomalies that account for the higher percentage: tax certioraris payments (~$3.3 million), the Main Street emergency project (~$585,000), and higher-than-expected high-school PA and tennis court expenses (~$363,000). Removing those items from the calculation brings the adjusted spend to about 95.5% of budget. On the revenue side, Van Punt noted receipts that exceeded budget — a larger BOCES refund (~$309,000), two years of a PILOT captured after discovery (~$456,000), and state aid and interest variances that together put revenues at about 103% of budget.
Van Punt said the district will report a final audited total when Nugent & Haussler complete field work and that some billed Medicaid claims may be adjusted or denied, which could change final reimbursement totals.
