Clark County health commissioner seeks renewal of 1-mill levy to support public health programs

Clark County Health Commissioner Chris Cook told the commission July 8 the health district is requesting renewal of an existing 1.0-mill levy for tax collection years 2028 through 2032. Cook said the levy has been in place for 25 years, funds roughly one-third of the department’s approximately $9.5 million budget, and that the department has reduced staff by roughly 17% over the last three years through attrition and unfilled positions.
Cook said renewing the levy would prevent further erosion of service capacity as inflation reduces the levy’s real value by roughly $80,000 per year. "This levy provides about one-third of the department’s $9.5 million budget," Cook said, and he noted the department’s life-expectancy ranking in Ohio improved slightly from 78th to 74th among counties. County Administrator Jennifer Hutchinson emphasized the request is a renewal, not a new tax. The board authorized submission of a request to the Auditor for a Certificate of Estimated Property Tax Revenue; the motion passed unanimously.
