North Mankato Council Adopts Industrial AUAR to Guide Future Development

The North Mankato City Council on July 7 adopted Resolution No. 66-25 to finalize the North Mankato Industrial Alternative Urban Areawide Review (AUAR) 2025, a land‑use study intended to guide future industrial and commercial development.
Community Development Director Fischer introduced Leila Bunge of Kimley‑Horn, who told the Council the AUAR evaluates development scenarios and potential maximum density but does not approve projects. "This is for a land use study only not for a specific project," Bunge said, explaining the document analyzes two scenarios — a technology park and an office/warehouse development — and flags permitting needs, zoning changes and potential annexation.
The AUAR identifies water resources and stormwater management as the most significant environmental concerns and recommends mitigation measures such as restricting tree clearing to winter months and using native species in reseeding. Bunge also noted that the AUAR incorporated updated greenhouse gas accounting requirements added in 2022 and that the study should be updated every five years.
Council members pressed whether the AUAR would permit a data center or function as project approval. Attorney Kennedy and Bunge clarified that the AUAR is a planning-level study and that any specific proposal would require subsequent project-level environmental review such as an Environmental Assessment Worksheet (EAW) or an Environmental Impact Statement (EIS) and appropriate permits.
After discussion and public comment, Council Member Whitlock moved to adopt Res. No. 66-25. The motion passed unanimously (Peterson, Whitlock, Steiner, Oachs and Carlson voted aye). The AUAR will serve as an informational and mitigation planning tool for future projects rather than an authorization of any single development.
