Study flags operational concerns, recommends roundabout at Lee and Belgrade

Bolton & Menk reviewed five years of crash data and statewide comparisons and told the Council the intersections generally operate within normal limits but could cross into a danger range with an additional crash. Kelsey Larson reported two serious-injury crashes at Lee Boulevard and Lookout Drive in the last ten years and said projected traffic growth to 2050 could create operational concerns at stop-controlled intersections.
The consultant recommended a roundabout at Lee and Belgrade and presented trade-offs between keeping existing signals and installing new roundabouts at several intersections. Larson said traffic volumes do not justify a signal at Lee and Belgrade, but there is capacity to retain or replace the signal at Lee and Lookout or build another roundabout.
