North Mankato studies Lee Boulevard corridor, weighing flood protection and traffic fixes

The North Mankato City Council on July 7 reviewed the Lee Boulevard Corridor Study, a MAPO-supported effort examining flood mitigation, traffic operations and pedestrian and bicycle connections along Lee Boulevard, Lookout Drive and South Avenue. Kelsey Larson, a traffic engineer with Bolton & Menk, told the Council the study began in the spring of 2025 and staff will return in the fall with recommendations.
The presentation said the corridor sits in a flood zone and existing protection leaves gaps, and that traffic and safety needs must be balanced with flood-response options that could affect local access. Larson summarized crash and survey data and described several design alternatives under study. Public Works Director Arnold emphasized the study is forward-looking and not a construction directive; public outreach is planned this summer.
